The New Lock System was installed by Army Corps but appears on any gate where there are power lines. It has three major components: A long pin or post that has a open end in the bottom, much like an upside-down needle; it has a link bar which holds the DEEP lock and OUR lock; and finally our lock.
When the components are put together they will look like this BUT they are in a cylindrical tubing that will protect them from weather and from and easy theft, thus making it hard for us to get at it too!

Step 1.Drop post into hole. You will be inserting the link bar, through that hole in the next step.
Step 2 Push the linkbar with the DEEP lock through the hole in the post. Then line it up so that the open part of the linkbar is perpendicular to your body. This will make it easier for your to thread our lock into our hole in the linkbar.

Step 3. With the linkbar inserted and with it perpendicular to your body, slide our lock through the hole. You may have dropped this a couple of times by now, but you will find it easier if you make sure that bar is perpendicular to you. It swivels so don't be afraid to move it where you can make it work for you. Insert our lock. Now get your hand in back of our lock and close the shackle and be sure to compress it. THIS WILL ONLY WORK IF YOU ARE OFF THE COMBINATION. CHECK THE NEXT PICTURE FOR SOME HELP ON HOW TO GET YOUR HAND WHERE IT WORKS BEST.
Step 4 With your hand in back of our lock, put your hands right behind the shackle and close it. Be sure you are off the combination. If all has gone well, you are done at this point. When you remove your hand, the lock will neatly fall within the cylinder. Give it a pull to be sure you locked it. I know this has not been easy but it is imperative we do this right. It is likely it will get easier with time. Remember when you open the set up, you have to COMPRESS THE LOCK to open, so you may need to get your hand in there one more time.
